Authorizing the creation of a task force to study and develop proposals, strategies, and recommendations to enhance parental/guardian engagement, oversight, accountability, and resources within the City of Philadelphia. WHEREAS, The Mayor recently declared a state of emergency due to public safety concerns; In 2023, there were over 3,000 shootings, with 17% involving young people under the age of 21; WHEREAS, The U.S. Department of Justice Office of Juvenile Justice and Delinquency Prevention reported that children raised in supportive, affectionate, and accepting homes are less likely to become deviant; WHEREAS, The lack of engagement in mental health services, a rise in the misuse of social media platforms, the lack of resources and support for parent/guardian engagement, and the lack of engagement in out-of-school time activities appear to be significant contributing factors to gun violence, demanding urgent attention and comprehensive solutions; now, therefore, be it THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY RESOLVES: SECTION 1. Creation of the Parent/Guardian Engagement Task Force. The Parent/Guardian Engagement Task Force (hereafter referred to as “the Task Force”) is hereby created as a Council advisory body. SECTION 2.
