Amending Title 14 of The Philadelphia Code, entitled “Zoning and Planning,” all under certain terms and conditions. THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS: SECTION 1. Title 14 of The Philadelphia Code is hereby amended to read as follows: TITLE 14. ZONING AND PLANNING * * * CHAPTER 14-300. ADMINISTRATION AND PROCEDURES * * * § 14-303. Common Procedures and Requirements * * * (11A) Registered Community Organizations (a) The Commission will only register an organization as an RCO if the organization: * * * (.7) An organizational membership open to residents, property owners, business owners or operators, and/or tenants from the organization’s geographic area of concern, which elects leadership on a routinely scheduled basis. (.a) RCO leadership, which can include board members, associating committee members, conveners, those that may function as decision makers, and/or anyone acting in an official capacity representing a RCO, must be full-time permanent residents whose primary address is within the boundaries of the RCO. This provision only applies to the 8 th councilmanic district. SECTION 2.
