To amend the Philadelphia Zoning Maps by changing the zoning designations of certain areas of land located within an area bounded by Eva Street, Dearnley Street, Flamingo Street, Hillside Avenue, Shaw Street, Wigard Avenue Extension, Umbria Street, Minerva Street, and Shawmont Avenue.
