THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS: SECTION 1. Title 17 of The Philadelphia Code is hereby amended to read as follows: TITLE 17. CONTRACTS AND PROCUREMENT. * * * CHAPTER 17-100. PROCUREMENT CONTRACTS. * * * § 17-113. Waste and Recycling Contracts. (1) Definitions. For the purpose of this Section, the following definitions shall apply: (a) Business Entity. Any individual, domestic corporation, foreign corporation, association, syndicate, joint stock company, partnership, joint venture, or unincorporated association, including any parent company, subsidiary, exclusive distributor or company affiliated therewith, engaged in a business or commercial enterprise. (b) City. The City of Philadelphia, its departments, boards and commissions. (c) City-related Agency. Any authority, government agency or quasi-public corporation which: (.1) receives appropriations from the City; (.2) has entered into a continuing contractual or cooperative relationship with the City, including any agreement whereby the City funds an agency's debt service; or (.3) operates under legal authority granted to them by City ordinance.
