Congratulating Captain Pedro R. Rosario for his promotion to Deputy Commissioner, as the first Latino officer to hold the position in the 226-year history of law enforcement in the City of Philadelphia. WHEREAS, Officer Rosario was born and raised in the Fairmount section of Philadelphia, Pennsylvania, to his parents Pedro and Myrna Rosario; and WHEREAS, He is married to Officer Tanisha “Tish” Rosario, who is also a Philadelphia Police Officer. They share two wonderful daughters, Sydney, and Kara Rosario; and WHEREAS, He graduated in 1990 from the George Washington Carver High School of Engineering and Science. Following his graduation, in 1991 he began his illustrious career with the Philadelphia Police Department as a 911 dispatcher; and WHEREAS, In 1995, Officer Rosario enrolled into the Philadelphia Police Academy. That same year, he graduated and became a police officer, assigned to the 25th Police District. Nine years later, Officer Rosario received recognition by the National Association for Police Organization as a Top Cop in 2004; and WHEREAS, In 2005, Officer Rosario was promoted to Sergeant and assigned to serve the 6th Police District. Seven years later, Officer Rosario was promoted to Lieutenant and assigned to the 25th Police District to serve its community once more; and WHEREAS, In 2019, he received another stellar promotion to Captain, serving as the Commanding Officer of the 24th Police District.
