Recognizing and honoring Rich Lazer, Executive Director of the Philadelphia Parking Authority, for strengthening the Authority’s operations, improving customer service, and addressing key quality-of-life issues that impact residents across the City of Philadelphia. WHEREAS, The Council of the City of Philadelphia acknowledges that parking management, traffic flow, sidewalk access, and the removal of abandoned vehicles directly shape neighborhood safety, mobility, and quality of life; and WHEREAS, Since becoming Executive Director, Rich Lazer has led the Philadelphia Parking Authority (PPA) in a renewed commitment to residents, improving agency responsiveness, modernizing operations, and prioritizing issues long raised by neighborhoods across the city; and WHEREAS, Under his leadership, PPA has significantly increased enforcement on illegal sidewalk parking that blocks pedestrian access and presents serious risks to seniors, families, and residents with disabilities; and WHEREAS, PPA has expanded action against illegally parked tractor trailers in residential areas, collaborating with Council offices and community groups to address noise, safety hazards, and street congestion; and WHEREAS, The Authority has accelerated the towing and removal of abandoned and derelict vehicles, clearing long-neglected cars from blocks and improving public safety, cleanliness, and curb accessibility; and WHEREAS, PPA has improved parking management citywide by helping residents resolve permit pr…
