Amending Title 14 of The Philadelphia Code, entitled "Zoning and Planning," to create a distinction between hospitals and alcohol or substance use rehabilitation facilities.

Amending Section 21-1600 of The Philadelphia Code, entitled "Housing Trust Fund," all under certain terms and conditions.

Providing for the submission to the qualified electors of the City of Philadelphia of the proposal set forth in a Resolution approved by Council proposing an amendment to the Philadelphia Home Rule Charter further providing for mandatory annual appropriations for the Housing Trust Fund; and authorizing and directing the appropriate officers to publish notice and to make arrangements for the special election.

Amending Chapter 9-1100 of The Philadelphia Code, entitled "Fair Practices Ordinance: Protections Against Unlawful Discrimination," to clarify and enhance protections against housing discrimination for housing assistance program participants, to modify certain procedures for investigation of housing discrimination complaints and conciliation, appeal and election of civil action of all complaints filed with the Commission, and to make related technical changes, all under certain terms and conditions.

Amending Title 19 of The Philadelphia Code, entitled "Finances, Taxes and Collections," by adding a new Chapter 19-4600, entitled "Low-Income Tax Provisions," providing for the refund or forgiveness of real estate tax liability of certain low-income residents attributable to real estate tax increases and increases in the assessed value of the taxpayer's homestead, under certain terms and conditions.

Amending Section 14-702 of The Philadelphia Code, entitled "Floor Area, Height, and Dwelling Unit Density Bonuses," to add requirements related to the use of payments in lieu of building affordable housing to receive floor area, building height and dwelling unit density bonuses; and amending Section 14-533, entitled "/MIN, Mixed Income Neighborhoods Overlay District," to add requirements related to the use of payments in lieu of building affordable housing to satisfy certain minimum affordable housing building requirements; all under certain terms and conditions.

Transmitting a resolution confirming the appointment of Renee Garcia, Esq., as the City Solicitor.

Transmitting a resolution confirming the appointment of Adam N. Geer as the Chief Public Safety Director.

Transmitting an ordinance amending Title 11 ("Streets") and Title 21 ("Miscellaneous") of The Philadelphia Code to amend requirements concerning publication of notices in newspapers, all under certain terms and conditions.

Transmitting a resolution authorizing the Philadelphia Land Bank to dispose of 4320 and 4322 Lancaster Avenue located in the 3rd Councilmanic District in accordance with the terms of Chapter 16-700 of The Philadelphia Code.

Transmitting a resolution authorizing the Philadelphia Land Bank to dispose of 5906 Market Street and 5908 Market Street located in the 3rd Councilmanic District in accordance with the terms of Chapter 16-700 of The Philadelphia Code.

Transmitting a resolution authorizing the Philadelphia Land Bank to dispose of 2464 N. Natrona Street located in the 5th Councilmanic District in accordance with the terms of Chapter 16-700 of The Philadelphia Code
