September 10, 2025 TO THE PRESIDENT AND MEMBERS OF THE COUNCIL OF THE CITY OF PHILADELPHIA: I am hereby returning unsigned Bill Number 250331, introduced by Councilmember Nicholas O'Rourke, and passed by City Council on June 12, 2025. Bill Number 250331 would allow the creation of an Anti-Displacement Fund for residential tenants who cannot stay in their homes because the building they live in has been closed due to a cease operation order. While protecting vulnerable tenants is a laudable goal, given the length and complexity of the Code enforcement process associated with this ordinance, we are concerned about the efficacy of using violations as sources of revenue. Both the revenues from violations and the costs of implementation are unpredictable, making it hard to know what the net costs will be. For these reasons, I am returning Bill Number 250331 unsigned. Bill Number 250292 would expand certain commercial business curfews by including the entire Seventh and Eighth Council Districts. When the initial series of business curfew bills passed last year, this administration welcomed their enactment. This decision was based on the limited scope of the prior legislation and its focus on areas with a documented history of late-night crime and disorder. This targeted approach has allowed the administration to deploy limited resources more effectively, focusing on locations where late-night business activity has had the greatest impact on public safety. Expanding the curfew zone to include the entire Seventh and Eighth Council Districts and additional neighborhoods in the First Council District, however...
